Neighbourhood planning, introduced through the Localism Act 2011, is the right for communities to form groups and produce 'Neighbourhood Plans'. In London there are more than 100 Neighbourhood Forums at different stages – some have developed a plan while others are in the process of doing so.
As we develop a planning system that aims to be more democratic and take on board communities' needs, are neighbourhood forums the answer to better engage Londoners in planning? Are communities truly able to shape their neighbourhoods? Have they got the right tools, expertise and resources? What can we learn from the experience of London’s Neighbourhood Forums?
